That is exactly what I want to know as well. I am looking for a phone that can work like a Garmin GPS where I do not have to pay roaming charges when I am using the GPS overseas.

Is this HTC Hero able to work or is there any other recommendations?

i need to use a website that was rather strict on just using internet explorer. not even mozilla firefox.

Can I transfer files between my PC and phone using Bluetooth?
Transferring files between your phone and PC using Bluetooth is not yet supported. To transfer music, pictures, and other files from your computer to your phone’s storage card, you need to set the phone’s storage card as a USB drive. Connect the phone to the computer using the USB cable. A notification icon will appear in the status bar. Open the notifications panel, tap USB connected and then tap Mount.

The above mention is the statement from HTC website, it only mention about from pc to phone. It dosen't support transfering files between 2 different phones.
