power supply problems

I placed a different power supply to my laptop and it came up with a blinking POWER L.E.D.if you can tell me the reason for it i would be greatly appreciative i figure it has to deal with some type of bad discharge from a capacitor i realize the same behaviour from a dell tower system but it was unpluged and it was discharging
that i saw the power l.e.d blinking so if any help could be made i would be appreciative

i feel it may be a mother board problem if so what are the prics in U.S dollars ok thanks
