Can I surf the Web on the iPod touch out in the open without Wi-Fi?

The iPod touch uses Wi-Fi to get online. This means that you will have to be in range of a Wi-Fi hotspot to access the Internet.

So, if you mean "in the open" as in outdoors with no hotspot nearby, then no, you will not be able to use the Internet using the iPod touch.
