this post on Engadget. The maximum clock frequency of 480MHz is for the USB device.
SonyInsider has managed to procure certain FCC documents pertaining to the upcoming
PSPgo (PSP-N1000). It claims the documents suggest that Sony's upcoming device may be faster than originally reported.

While the official specs stated the clock frequency of the processor at 333MHz, the FCC documents point to the device maxing out at 480MHz. While the PSPgo is most likely being locked at 333MHz, it is possible that future firmware updates will unleash the full potential of the portable console processing engine.
Many of you may remember that the CPU in the original
PSP was locked to a
clockspeed of 222MHz, and the bus speed was capped at a top speed of 111MHz. The GPU (graphics processing unit) operated at bus speed. The PSP CPU's top clock speed was reported to max out at 333MHz, and 166MHZ for the bus and GPU.
Sony may have once again deliberately locked the PSPgo's operating speed to lower than what it is capable of in a presumed attempt to lengthen battery life. On the bright side, we will be seeing yet more performance out of the upcoming PSPgo, and knowing that hardcore gamers won't mind lugging an extra battery around.

The correct answer is: we do not know. Sony has confirmed that 480MHz clock speed refers to the USB device and not the CPU (confirmed by Engadget Japan).

That aside, regardless of what its clock speed is I'm sure that, just like the current PSP, it'll adjust its clock speed as needed.
