HP proposes national identity system in Indonesia

Hewlett-Packard, the world's leading IT services provider, has introduced a solution for the National Identity System in a three-day Indonesia Infrastructure Conference and Exhibition 2006 from November 1-3 in Jakarta.

The Government's latest attempt to kickstart development in the country's infrastructure sector has attracted 114 domestic and foreign exhibitors, including ones from Japan, India, China, Hong Kong, Singapore and the US. The exhibitors are made up of companies involved in the country's infrastructure and support sectors. They include oil and gas corporations, power generation and distribution firms, telecommunications and information providers, transportation and logistics firms.

Following the first Infrastructure Summit last year, this international event, which was opened Wednesday by President Susilo Bambang Yudhoyono, is one of the largest and most comprehensive events in Indonesia.

As more Governments move toward a citizen-centric approach to public administration, national identity systems have more functions than traditional identity documents. Digital transactions are becoming commonplace, with the Government acting as the certification authority through individuals' guaranteed identities. And the requirement is to provide services round the clock, which can be achieved only by leveraging technology and a universal access approach through an identity document.



HP has drawn from accumulated experiences in national identity projects around the world including Italy, Poland, Bulgaria, and New Zealand and, in collaboration with Microsoft, developed an adaptive NIS based on the .NET platform.

HP NIS supports both legacy as well as smart documents. These include passports, e-passport, upgradeable passports as well as smart cards, contact, contact-less, or hybrid, optical cards, in multiple material compositions. It is designed to automate processes like enrolment, validation, registration, personalization and verification.

"The National Identity System solution from HP enables the Government to develop and apply a complete ICT infrastructure," said Elisa Lumbantoruan, president director of Hewlett-Packard Indonesia.

He added that HP offers a system functioning as an identification device and authentically testing the inhabitants' data which also serves as a modern, national inhabitant identification system, so that the citizen can access governmental service through eGovernment while making a secure transaction within.

"Since ICT has been considered as a part of infrastructure itself, preparing a national identity system is just like building a road or an airport for transportation and logistics purposes. NIS could be a toll road for almost 39 government institutions in the country, which deal with the citizen database," Lumbantoruan told me.

When this solution is applied, he explained, everyone will have a unique number consisting of private information of the inhabitant such as identity number (ID), driving license, bank account, immigration data, insurances, and so forth.

Moreover, "this solution makes Indonesia equal with other countries by adopting identification standard admitted worldwide", he added.
